Title: Performance indications for universities : a critical evaluation

Abstract: Rankings of universities and higher educational institutions have been conducted and their results published widely in various parts of the world. It is the aim of this Study to examine the performance indicators employed in such ranking systems, with particular emphasis on those institutions that employ English as the medium of instruction. From the USA, the performance indicators investigated are those employed in the U.S. News & World Report newsmagazine's annual rankings of America's Best Colleges, the Business Week magazine's biennial ranking of 'The Best B-Schools", and the Gourman Report publications. The representative systems from the UK are the Research Assessment Exercise conducted jointly every four years by the four higher education funding bodies in England, Scotland, Wales, and Northern Ireland, and the Times Higher Education Supplement's University League Tables. Maclean's magazine annual ranking is picked as the sole representative from Canada. From Australia, the Good University Guides and their associated annual University of the Year prize are discussed. Finally, the Asiaweek newsmagazine's list of Best Universities in Asia is considered. In critically evaluating the various sets of performance indicators, the use of theoretical frameworks, guidelines, and standards are suggested for improvement These include the program evaluation standards proposed by professional evaluators, the guidelines suggested in a classic textbook in the multiple objective decision making literature, as well as a popular multiple-criteria decision-making framework called the Analytic Hierarchy Process.
